It is a nice system but as game requirements are always a bit over anxious, You should start with medium settings on most low setting on some options depending on the AMD driver 'quality' delivery for this BF title. Here is a few steps that might help?
- -reset BIOS && test with / without XMP on preferably or off if stutter appears
- -if heard rumors windows version 1909 causes issues with performance > check what version you are on?
- -perform a windows cleanup: and select remove shader cash
- -delete \user\documents\battlefield v\settings folder and restart the game (after next steps)
- -use a app like ccleaner to fix registry errors and delete old junk files
- -defragment the HDD or move game to SSD?
- -try an app like asus gpu tweak II > gaming booster option to disable 90% of background apps
