Can you try another Profile user , to see if the problem is in your account only!
You can also log out and log in again for your account, then restart the device and try again.
If you do not benefit, you can tell me to see any other solutions

Hmm there are well you have two more options that is over the top (remove your gamer tag, factory reset the xbox). I wounder if its network related that is causing it do you have a 4g device that you can use as a network device and make sure that its not connected to any wifi. @lMrGori
