Community Game PS4 PS5 team balancing

Can someone tell me how you balance the players  / squads across Allies and Axis teams in a Community game I've created? Every friend I add always ends up on the Allies team with no option to move to Axis so everyone is on the same side with no one to shoot!

    Been a while since I've fiddled with Community Games, but I'm almost certain the 'admin' has the ability to move players on the pause screen.
