*Update*

It looks like the team attempted to fix this in the latest update and it didn't stick for AMD users based off the reports we have so far. It's still being investigated.

@hoIodecker 

Are you able to update to the latest build of Windows 10? Search "Windows Updates" in your desktop search bar. Hopefully that can get around this for you.

Ok i took a chance and updated my windows to:
Windows 10 pro
Version 1809
OS Build 17763.437

Graphic driver is 19.4.1
I'm sorry to say it did not help on the problem.

    I've the same problem with a Vega 56. Menus are dark.
