Help understanding accuracy measure

Can anyone explain how the accuracy statistics work? So far I have been using recon (Level 20) and so I expect my accuracy to be quite high, but at the end of each game it reads either 0 or 1, then in my overall stats it says 0.1, what's the scale? Is 1 or 0 good, or should it be higher, I have no clue.
