My setup :
Processor : i7 8700k
Graphic Card : ASUS RTX 3080 Rog Strix OC
Memory : 32Gb Corsair Dominator
Game is unplayable, have beetween 30-70FPS on low, and ultra is around the same
CPU always 95% to 100%
GPU is at 20% or below.
I have a fresh install of windows, all drivers are updated (I Think).
I'm playing 1080p Resolution 144 refresh rate.

Test the game with off-line war stories, this is the only benchmark for you that you can trust.
Wow, why would they do something, limiting our FPS according to our latency to the server? 😬
But as @RaDiaTiionS now even stated that offline he gets 140 FPS this is true... This is so bad 😮

Oh, just looked through it myself, I see that the monitor is 60hz - so see if there is any vsync on as this will limit your FPS to 60 automatically because your Monitor cant display any more FPS anyway.
But still that 90 to 100% CPU Usage makes me worry. If CPU is somehow overworked / working bad / buggy whatever and at 100% Usage it has no time to tell the GPU to render a new frame, thats because low FPS and only 20% GPU Usage...
But first check Game Settings: Video - Advanced - Future Frame Rendering ON and Vertical Sync OFF and see if that helps.
