If Lunge charge is on run cooldown and you pickup a katana you are perma slow.

Happened to me today, works with the flamethrower too and the reason you can't sprint anymore is because the cooldown animation is stuck/frozen even if you switch back to the lunge mine. The shortest workaround I found is to respawn.
