Inusfficient anti-cheat effort

I know that you provided us with this
"1) Working on better prevention, hardening the PC client against exploits.
2) Scaling up detection efforts.
3) Investigating supplementary deterrence methods which can work alongside banning accounts.
4) Investigating methods of improving the reporting flow, including easier reporting.
5) Keeping up to date with the latest cheat developments and reacting to them in a faster and leaner manner."

but it's just a shallow words.
Nothing towards removing cheaters from the game is done.
1&2 cheaters literally be zooming on the map, even outside boundaries.
even getting over 90 kils in 15 minute match doesn't get you banneed.
Nothing is done to prevent it.
3) There's literally nothing. there's no suspension or supervision.
4) I've never seen more complicated way of reporting players in a, and i'm assuming here, completed game.
5) Where are those? Have anything been changed in that regard for months now?
