Summarize your bug "Available next round" - I'm 15lvl support and have all the weapons, ammo create etc locked. Everything below 14lvl. Tried everything from forum - flushing Orgin, %ProgramData% .. and so on, and so on. Hey EA ! This is not a new bug! C'mon!
How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? ... play game and try to unlock items. Thousands of people are having same issue.
What happens when the bug occurs? Can't unlock items
What should be happening instead? Unlocking items
Unlocking items problem. Old as a world, or old as BF V is.

Only workaround at this point available:
Go play practice mode
- Choose Practice vs other players
- Keep playing until rank level up (weapon rank or class rank)
- 1 rank needed, after this weapons unlocked.
And yes this is annoying just like the can't fetch report.. So I also want to highlight this post on reddit.. https://new.reddit.com/r/BattlefieldV/comments/e9oxzo/community_broadcast_improving_update_52/ They are working on a perm fix.
