low fps low gpu cpu usage

This started with me a couple of BFV updates ago, before that i had 120fps using an i5 6600K Overclocked to 4.5Ghz and a GTX1070. No more than say 65 fps currently.
I just upgraded my GPU to a RTX 2080 OC and on ultra vs low graphics settings in BFV I get nothing more than about 65-70fps.
CPU usage is always around 95-100% and GPU is hardly used.
The new update yesterday did not fix the problem.
On other games such as Apex Legends everything is super smooth with 165fps since this is all my 2k monitor does.
Something software related is going wrong here. We are all having the same experience and it was instant after a patch update.
I have a new cpu and motherboard ready to build so we will see this weekend if things change.
I am running windows 10, also tried dx11 and d12 etc
well you're having 100% on cpu but I have low usage on both cpu and gpu
