turn on future frame rendering or enable DX12 those will make your fps and gpu usage go up.

Tried his suggestion and updated to windows, did not seem to change anything. DX12 also still gives 40% gpu usage. The second suggestion I could not tell if it worked or if it did not but the game had graphical glitches after putting that cfg in so I had to take it out. 

Also it is strange because when I am loading in and watching above the map view of everyone fighting the gpu usage is fine and I am getting over 100fps at that point but as soon as I load in then it drops back down to about 40-60%, no more than that.

@WateryAsh Try the cfg on Dx11 and it will work it was not tested on DX12 as its not stable yet. This is the only reason I can think of why it gave you issues.
