sorry for this late reply.

but skipping ranks using boins, in the tides of war chapters.

are only for the skins and the other stuff, you see on there.

the tides of war chapter dog tags.

you can only get it by play the game, and do things you get XP for.

kills do objective and so on.

you can not get the dog tag with boins.

    If so, they should have changed the in menu wording: ~«earned by reaching chapter rank 40». Before using boins, this suggests you will also get the dog tag.
