I just posted on the BFV sub about this exact issue. After some testing I've been able to confirm it's caused by the Ruvido outfit legs for germans. The top is fine.

This issue persisted over multiple maps and does not appear on the DICE QoL tracker except to say that an occasional bug with invisible players was fixed in the February 22 patch. This occurred 6 weeks later with a direct cause ("Ruvido" uniform) and appears to be unacknowledged by DICE/EA. Please fix this.
