It might be so that the new AMD cards have some factory driver issues that they need to addressed before it will operate as expected. To find this out maybe you could test some other games and compare the average results with your results? Also maybe some of these tips might help to some extent:
-Test a few different graphics driver versions
-Look for BIOS update for motherboard and or install automatic update app provided by hardware manufacturer
-Reset the BFV configuration to the default settings and make sure DXR is disabled
-Check if render resolution is the same as the screen resolution
-Run the game in fullscreen modus
-Disable all background (RGB) apps and virus scanners and sush
-Run the game from an SSD if possible
-Check CPU, Chipset and GPU temperatures
