Player count to start round ?!?!?

Server not starting !! What is going on with the the european theater maps ?! The server claims to require full team on both sides eg: 24/24 players before the rounds starts ... Before it was 8 vs...

With the server restart we did the other should have solved this issue. @Fluesmaekkeren @Kurzciel
