I do agree that the panzerfaust should be buffed. It seems a tiny bit too weak against armored vehicles, too, and the instances of ricochets is a little too frequent.
I don't think it's quite as bad as you say since I've fired a rocket at full health and get heavily damaged in the process, if not dead; that said, it would make sense and be more balanced to have you both die.
As for the Panzer damage on vehicles, it was intentionally nerfed by the team - they balanced this by increasing the chance of it destroying/breaking enemy vehicle pieces. The PIAT is faster to fire, but it has a massive drop off and alert vehicles have a better chance to run/bail
