Is there any way to purchase the early enlisted pack? for the federov and other weapons etc.

If you're on PC you can access the BFV pre-order guns by subscribing to EA Play Pro (not available on console). You'll be able to use them so long as the subscription is active, but will lose access to them if it ends.
However, if you're on console (or want them on PC without a subscription) then the only way is to try finding someone selling an unredeemed code. I don't know if there are any left nowadays, and you'll need to be extremely careful about scams if you go this route.
