I can confirm the answer. Same usually happens after you have updated the graphics driver.

    Try install Nvidia Drivers version 452.06 & Win Update KB4577063 from Microsoft Catalog. I had big stuttering on RTX2080S on Windows 10 1903 & older. on Win10 2004 i have everything ok.
