GPU will usually crash instantly(TDR) or after a few minutes because of its own Error Check.

I tested this with Different RTX cards and all of them having this bug.

If i set TAA to low, the Flickering going away immediately (DX 12)

by the way, the flickering begins even after 1sec in the menus so this can't be actually a faulty card

Defective cards tend to cause problems later
