For me it was Windows Defender that blocked the settings file, controlled folder access disabled and it works fine!

- thank you so much, you do not know how much you just saved me, i have not only had this problem on battlefield v, but on almost every steam game, my documents folder wouldn't save any files and i had to keep changing all my graphics settings, display, some even keybinds, thanks so * much. luv u
