It's weird. It was OK yesterday but today it's been down for the whole day (western Europe) 

On the other hand, I have been reporting cheaters ever since I started playing, I even contacted the customer service but what I got back was a general response that they are taking care of it as usual blabla.. does not seem they do care about it though.
