I've same problem too. My current level in recon class is 7 but I cannot access to 5 levels items or weapons.

It's a known problem since the last update. Try to refresh your game (restart it) and repear your game. If in the next 24h item is already not unlock contact EA assistance.
But don't worries it will be probably fixed in the next update. In waiting you have lot of other weapon with full gold skin to unlock 🙂.
