@LrSmart Hi, Yes that's frustrating and sorry to hear. Myself recently tested all war story's but without any UNLOCK issues. Some other bugs have been reported.

If you have all letters they will not respawn again, so that's ok.
Please also contact EA support - under missing items by support and see if they can unlock it for you.
