When you've got a chance please reach out to the EA Help website so they can pull up your account and take a look. They should be able to help with the missing rank unlocks.

So I got the issue where I did not get the throwing knife unlocked correctly as I leveled to 9 Recon. Am now level 13 or 14. I did as you suggested, but the support staff received a bug when attempting to correct it. Likely the API does not consider an item with different names across different factions- like the throwing knife being called a kunai in the Japanese.
After several tries with support, I ended up getting the Kunai unlocked, but no other faction has the Throwing Knife unlocked and their program throws an error. Hopefully this is useful information for you. :-)
