Yes I also believe it's due to massive IP blocking in Russia. The thing is, it wasn't an issue in BF1. Well, it was at the beginning, but they solved it then pretty quickly. 

Yes, this is blocking certain IP addresses of EA in Russia. A similar problem is observed in the Battlefront 2

Didnt have any problems in bf1 and bf3/4, FIFA 19 or in other games.
