I also think that something isn't working right. Asian PC players are the largest user-base in the game, surpassing any other region and platform by a factor of 2 at the very least, and despite this even they are struggling to get matchmaking to reliably spin up Tactical Conquest servers. I'm not convinced it is purely a matter of low demand like danisoff is saying.
I'm in Europe on PC and I haven't played Tactical Conquest in a while, but this week I gave it a go and got negative results all around: matchmaking always put me on a Community Game—often one with 200% damage and not even running the proper map rotation. Only exception was one time when I was placed on a DICE server across the ocean in pre-round with a handful of other out-of-region players.
This is not the expected behavior at all; if there are no servers for a given playlist, matchmaking should be starting one, not throw players into a completely unrelated lobby.
Let's not forget that about a month ago, out of the blue, the Multiplayer menu screen broke (game mode tiles disappeared), and it has been broken ever since. On top of that, for every round I played today the game couldn't fetch the reports. It's evident that things in the back-end are getting flaky and it's probably time for some percussive maintenance on the servers.
