If you want to be the squad leader, all you really have to do is create your own squad and just wait for players to join. If the squad leader is inactive you'll be promoted if you ask for an order and none is given.

But the fact is, most players on the servers don't care and don't work in teams. Find some guys to play with and form a squad that way, and you can take turns. I often play by myself becasue even if people join my squad, no one does anything together.
