This was mostly fixed in the patch prior to this morning. It still occurs, albiet very rarely now.

I was wrong, this is definately not fixed and it occurs 4/5 games for me. I play on NA West servers with ping between 3035. If I play on a NA East server with ping ~90, I 100% can not repair or resupply.

Also, this bug can be abused with the archer to make it semi-invuolnerable. I do not want to post details of the bug and make it meta, but I wiuld be happy to give details privately.
Kinda dissapointing that I've been unable to play in vehcicles without negatively impacting my team SINCE LAUNCH. And this has not been acknowledged, despite me showing others are having the same problems.
