Well, i have RTX 2070 (not SUPER) + Ryzen 5 1600 and i also experience occasional stutters since launch. I tried to change settings a lot and having DX11 with Medium-Ultra settings helped a bit. I also have Future Frame Rendering [ON] and VSync [OFF]. I will add a picture with my settings if you want to try them yourself.
