In my experience the stationary weapon has to be FULLY DESTROYED before it can be repaired back to full health by a support player. You cannot repair a partially damaged stationary weapon (perhaps by design so that they're not invincible).
Interesting observation - the bright side of it is you will get destrution XP for destroying it when you do;-)
