Just wanted to add, that every component on my pc is up to date (from drivers to firmware bios,...) , windows 10 october update installed (same issue before and after), none of my components are overheating,I monitor everything, no memory leak
We have seen an issue with performance with the 417.22 nvidia drivers, if you are using those can you revert to the 417.01 drivers set?

So I reverted to 417.01 driver and just tested both dx11 and dx12 and still same issue unfortunately
Here is the dxdiag you requested
Also it seems that a lot of series 9 gtx are afected, especially gtx 970, 980 and 980ti if that can help you

Let us know if the following helps you:
- Perform a clean boot before starting the game: http://support.microsoft.com/kb/929135
- Research the "WindowsWcpOtherFailure3" error from your Dxdiag
- Run your CPU, GPU and RAM at stock clock speeds

Ok
So I did a -clean boot with cpu gpu ram OC : same issue with dx11on FFR off : gpu and cpu load around 60%
- clean boot witch cpu gpu ram OC : same issue with dx12 on: run smooth than after a while gpu load will drop and I will get 20fp
- clean boot with cpu gpu ram @ stock: same issue with dx11 on FFR off gpu and cpu load around 60%
- clean boot with cpu gpu ram @ stcok: same isse with dx12 on: run smooth than after a while gpu load will drop and I will get 20 fps
Regarding "WindowsWcpOtherFailure3" I search the net but I must say I don't really know what to look for, I 'm kind of lost here
