I had the same issue.
I think the issue is that you need to scout one objective, let him finish his talk and then scout the next, until all target has been scouted.
Seems like you don't trigger the progression if you simply scout threw all objecitvies as fast as you can.
Rubbish that the first mission and actually the first freaking objective cause a bug. Shows that this game and story has not been tested before launch.
