Terrible performance in Battlefield V online only

2 things I can think right off the bat, is, check if your integrated graphics are not the one being used instead of the 1650ti, the other one is, have you tried changing between directx 11 and 12?

@XpertDMT1 The limiting issue is you Cpu sadly, on online there is a lot more interactions than the story would normally give, and given it's online depending on the mode, a lot of people are swarmed together than otherwise not
You don't see much fps difference because your gpu is handling fine, it's your cpu being a limiting factor, reducing your sound quality may give you a 5-15% boost, this is coming from my old build of gtx 1060, i7 4790,and 16gb ram with 40-75 fps

Recommendation: Turn down sound quality, limit fps to 60, use dx11 not dx12
