Throwing knife still locked

Summarize your bug The throwing knife is still locked for all my sniper classes except for the Japanese. I am currently level 17 and it says it should be unlocked at level 9.
How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? I'm not sure how to recreate it, I've heard it was and still is a common bug.
What happens when the bug occurs? The option to select it as a throwable weapon is grayed out and locked even after reaching level 9 sniper.
What should be happening instead? The option to use it should be unlocked now that I am passed level 9 sniper.
