Not all footstep / movement sounds are heard and this can be quite frustrating and illogical I agree. I guess this is caused by the game trying to decide "what you should hear" in a 3D world vs other ambiant sound effects. If not it is either the volume / headphone impedance to certain sound frequencies or a improper sound configuration? So did you test all other sound options and or enable / disabled surround sound etc.? Also If you could record some gameplay were you expect the missing footsteps should be present you can compare this sound on other devices? Also can / have you tested on other speakers / headset?
