I noticed that I am short on weapons in the list for my character customization. For example, it will list only 7 out of 12 weapons on screen. Nowhere are the other 5 listed, not even as an unlockable. The Winchester 1897 is missing among the others and I have no idea what is going on. I tried repairing and nothing.

The reason that some of the weapons may not be showing up yet, is because there are new ones coming with the new Tides of War Chapter: Lightning Strikes.
They will be available through Assignments, like the last Overture Chapter.

unfortunately, that's not the case. The weapons missing were suppose to be included with the december patch but never showed up. At this point, I'm treating it as a bug because it has persisted even after uninstalling and reinstalling the game

They aren't even in the customization page, they're completely missing and yet, it says there are 12 weapons to select from.
I figured it out, I didn't know that ToW had unlockable weapons and that's why I never saw them in the UI. However, they were still completely missing, not even greyed out with any reminder they needed to be unlocked via ToW. If anything, this is a simple fix to the UI that can be considered for a future patch to avoid any confusion. Besides that, all is well.
