So I notice now at close range when a player turns the corner, I start to hip fire into his torso at 3 foot range. None of my bullets hit and as soon as he starts to pick his gun up I magically start...

I’m not fully sure what the problem is, but this might have something to do with “aim assist.” Aim assist tries to pull your gun towards the enemy, which might even be causing it to pull up your gun. If this turns out to be the problem, your aim assist can be turned down in the settings.
Lot’s of your bullets often won’t register if your ping is high. Also, hip firing is not very accurate all of the time, so the might be why you think your bullets aren’t registering. I hope that some of these answers were helpful!
