Dynasty redshirt issue

Every year I play 4 games.  I don't redshirt anyone.  After the 4th I go into my Roster and apply redshirts to all the underclassmen that I want to shut down for the year.  Every year, after game 5, I go back to my roster to check for new underclassmen with 4 games played and I find 5+ underclassmen that have now played in 5 games that I can no longer redshirt.  I am 100% confident that I didn't miss anyone with 4 games played.  There must be some effect that is forcing them into the game despite my efforts.  For those of us that are going through the effort to maximize player development, please fix!!!
