Team Builder Specs

What are the minimum specs needed to run team builder, I know it doesn't run on mobile and just spins on my chromebook.  I've tried w/ an older laptop (HP pavilion m6 w/ windows 7 and an i5 processor) but it still just spins or will crash when switching pages once thee creation center finally loads.  What's the bare minimum specs that's needed to run this semi-smoothly? Thanks!
