Team Builder stuck on Warning User Agreement confirmation

This is my issue. I've tried:

-Chrome, Edge, Safari, Brave browsers

-Multiple devices (Microsoft Surface and iPad)

-Clearing cache and cookies

-Restarting

-Deleting teams and creating new

-Adding to an existing team that I completed using standard images

-Waiting several minutes to see if it's a loading issue

-Adjusting network and browser privacy settings 

In every permutation, I click Agree on the disclaimers then nothing happens. I'm stuck at the starting lines.
