Just to confirm, is everyone seeing this when trying to use the Team Builder on an iPad device, or is it happening on other devices as well?
Also, which web browser are you using when it happens?

As of now, it's happening on my iPad Air (5th Generation). I think even others with other models of ipads this is happening as well, and someone even mentioned a Microsoft surface tablet.
So yeah, basically anything outside a PC or Laptop is unable to access logos or even try and submit their own because it shows the prompt that (make sure it isn't offensive) and just keeps popping up when we click the +.
