Active Roster not working in Dynasty

The latest roster update isn't loading into the active roster selection for a new dynasty and still uses the previous roster update versus the newest one. I have cleared cache and even re installed the game and nothing has helped to get the new active roster. Has anyone been able to figure out a solution?
