Ball not snapping during PAT.

During a PAT the center will not snap the ball, however, everyone on the line of scrimmage moves which results in a scrum which does not end until the center either floats all the way back for a safety or out of bounds. This has happened to be at the beginning of game, or at the end. It also seems random but seems to happened at least 1 per season of dynasty in my experience.
