Hawaii recruiting visits are not properly scaled.

In dynasty mode, California schools can schedule visits with Hawaii players for less than 40 hours (10-20) while if you play as Hawaii and want a California recruit to visit, it is 40 hours. This is pretty clearly unfair without reason, and hopefully an unintentional bug.
