I can't speak to the other missing rewards, but for the Weeklies I think they've done what they did a couple of seasons ago, where they doubled up the XP and put it all under the Milestones with none under the Weeklies. Which causes unnecessary confusion but mostly doesn't short us on the chance to get to lvl 61 (although I'm NMS for this season and will be for every single one going forward, so it appears I might get hung on lvl 60).
