Offline Dynasty Auto & Formation Subs not working while Simulating Games

I play on an offline dynasty and simulate most games because I enjoy the recruiting process more in  dynasty mode.  My Auto Subs, Formation Subs or Wear and Tear have never worked since I have been playing NCAA 26.  I have done the custom sliders, updated formation subs, done every different option of the wear and tear types......when I simulate my games nothing changes.  I want to play a two QB system and want my QB's to rotate in and out along with playing multiple RB's.  I check the season stats after every simulated game and nothing ever changes with only one QB having all the played downs and the other with zero.  Can someone please give me advice on what I am doing wrong or what else I can try to make it work?
