Players in Online Dynasty not progressing

I am playing online dynasty with friends and my team has dominated 4 games into the dynasty putting up big points on Heisman difficulty.  While other teams in the online have earned skill points with far worse performances, my team doesn’t have a player on the roster that has earned a single skill point.  Auto Progression for players is set to off and the XP penalty is set to 25%.   This will basically ruin the game for me if it doesn’t get fixed.  Please help.  There are no real helpful screen shots since it’s just a bunch of players with zero progression.
