Road To Glory Can't Transfer to Zero Star Schools

I noticed a bug in Road to Glory. I am trying to transfer to a lower-prestige program, and I see that the school is not listed in the transfer portal. I noticed this with several schools after one season. They seemingly drop from 1 or 1/2 star programs to zero (0) star from one season to the next and then disappear from the team list altogether in the transfer portal. FWIW, this has happened to Delaware, Kennesaw State, and South Alabama.

Please fix this. What reason could there be for this being a feature?
