You can get ultimate delay of games without getting kicked

So my friend and I were playing against these guys in CUT H2H squads. We were beating the snot out of them and in the 4th quarter, they just stopped picking plays and playing the game. As I’m typing this now they are just sitting here getting 5 yard delay of game penalties when they are already on my 1 yard line. Why is there no system in place to kick people after getting so many penalties. This has been going on for an hour and a half and the guys aren’t leaving. I’m sure they do this in every game that they are about to lose. Please investigate this issue before the community finds out that every time you’re about to lose, you can just literally put your controller down on offense and stall the game.
