Firewall is letting the program have access and the online IP is correct. When I open the Options.ini file there is nothing to do with Gamespy IP in there.
C:\Users\[your username]\AppData\Roaming\Command & Conquer 3 Tiberium Wars\Profiles\[your profile]
There is a file called options.ini there but it does not have:
